Wrap Technologies and XINSURANCE Partner to Launch Safe Response Program for Private Security

Wrap Technologies (NASDAQ: WRAP) and XINSURANCE have announced a strategic partnership to develop and market the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. This initiative targets a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, critical infrastructure, and other environments. The program is designed to establish a documented standard for training, equipment, and response before encounters escalate, potentially reducing the risk of injury and liability.

The partnership follows a June 15 ruling by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This ruling removes a federal barrier to its use as an early intervention option for unarmed security personnel, opening the door for broader adoption in the private security sector. The BolaWrap 150 is a non-lethal restraint device that deploys a multi-sensory distraction of sight and sound, followed by a non-lethal restraint if further escalation is required. It is not pain-based compliance and does not shoot, strike, shock, or incapacitate, instead providing officers and security personnel with critical time to manage non-compliant subjects before resorting to higher-force options.

Under the partnership, WRAP will own, certify, and audit the Safe Response standard, while organizations can adopt it for their own security operations and require contracted security providers to certify personnel under the program. XINSURANCE will handle insurance activities contemplated by the program, including product design, underwriting, pricing, placement, policy servicing, and claims. This model expands WRAP's addressable market beyond law enforcement by enabling enterprises carrying security-related risk to establish the standard across their properties and contracted security operations.

The BolaWrap 150 is already used by over 1,000 agencies across the U.S. and in 60 countries, backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST). WRAP's complete public safety portfolio also includes the Wrap Reality immersive training platform, WrapVision body-worn camera system, WrapTactics training programs, and next-generation C-UAS solutions like PAN-DA and the 1KC Kinetic Anti-Drone Cassette. WrapVision, powered by IONODES, boasts streamlined cloud integration and final North American assembly, with a critical made-in-America roadmap projected for early 2026, ensuring data integrity and addressing concerns over unauthorized access or foreign surveillance risks.

The Safe Response Program represents a significant step in standardizing security practices and potentially reducing liability for organizations. By combining WRAP's non-lethal technology and training with XINSURANCE's insurance expertise, the program could reshape how private security handles escalating situations, offering a safer alternative to traditional force options.
