The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam issued an Executive Proclamation on July 29, 2026, establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement was made during a grand Guru Purnima celebration that saw participation from over 80 countries, with more than 200,000 devotees and dignitaries attending, and was streamed live across over 130 networks globally.
The initiative directly addresses six converging global crises identified by the Supreme Pontiff: displacement, economic insecurity, educational deficit, public health, food insecurity, and environmental degradation, as well as spiritual displacement. According to the Proclamation, KAILASA will provide humanitarian assistance, education, psychosocial support, governance based on Dharma, freedom of religion, and environmental stewardship. The initiative aims to offer immediate refuge and sustenance to persecuted populations, indigenous communities, and displaced persons without distinction as to race, religion, caste, gender, or nationality.
In delivering the Proclamation, the Supreme Pontiff stated, "By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity." The Proclamation highlights staggering statistics: UNHCR reports over 120 million forcibly displaced persons, the World Bank notes nearly 700 million live in extreme poverty, and UNESCO indicates over 770 million adults lack functional literacy. Additionally, the U.S. Surgeon General's 2023 Advisory equates chronic loneliness to a mortality risk of smoking 15 cigarettes daily, while the FAO reports one-third of global food production is lost or wasted.
KAILASA's response includes establishing shelter and food programs through its diplomatic missions and monasteries, reviving the Gurukul educational model, and creating community-based psychosocial support programs. The initiative also emphasizes environmental stewardship through organic agriculture and reforestation, and guarantees freedom of religion under Article I of the Constitution of KAILASA.
Concluding the Proclamation, the Supreme Pontiff affirmed, "I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being." This initiative represents a significant step towards addressing global humanitarian crises, offering a concrete framework for protection and support to vulnerable populations.
